Description:

Solano County is seeking an experienced and dynamic Labor Relations Manager. Reporting to the Human Resources Director, the Labor Relations Manager serves as the County’s chief negotiator and provides professional and complex labor relations services to the County. Primary responsibilities include administering the countywide labor relations program and representing the County in negotiations, grievances, complaint hearings, and advising management on complex labor relations matters. 

The Ideal Candidate

The Labor Relations Manager will serve, and play an active role as a member of the County’s senior management team. The ideal candidate will be the main point of contact with all employee representatives; therefore, political savvy and excellent communication skills are essential.  The ideal candidate will also possess superior organizational and analytical skills, extensive collaborative abilities, and thrive in a challenging, fast-paced work environment. 

Qualifications:

The Labor Relations Manager is a single classification and may be filled with either a Principal Human Resources Analyst or an Employment Relations Manager depending on qualifications.


Principal Human Resources Analyst Qualifications

Education: A Bachelor’s degree or higher from an accredited college or university with a major preferably in Public Administration, Human Resources, Employment Law or a closely related field;  AND

Experience:  Three years of professional personnel experience with included assignment in major program areas. One year of the personnel experience must have been related to public agencies.

Employment Relations Manager Qulaifications

Education: A Bachelor’s degree in public or business administration, industrial/labor relations, law, human resources/personnel management, economics, or a field closely related to the intent of the class; AND

Experience: Four years of public sector labor relations experience that included negotiating collective bargaining agreements, developing bargaining proposals, and responding to grievances at precedent-setting levels; AND

Two years of public sector personnel administration experience that included administering and overseeing employee discipline processes.

2) Six years of collective bargaining experience involving direct responsibility for labor contract negotiations; grievance investigations, and/or labor agreement and memorandums of understanding administration; and impasse resolutions.  1 of the 6 years of experience must have been in the capacity of Chief Negotiator.


Note A: Completion of a professional recognized certification program in labor relations or possession of a Master’s Degree in one of the above named educational fields may substitute for one year of the collective bargaining experience; but not for the Chief Negotiator experience.

Note B: Professionally recognized certification in Labor Relations is desirable.
