Description:

The California State Association of Counties (CSAC) is recruiting for a Legislative Analyst in the Health and Human Services policy area.

The Legislative Analyst is responsible for tracking and analyzing legislative and budget proposals; drafting language for proposed bill amendments; preparing research documents; preparing agendas for and participating as a resource in CSAC policy committee meetings; and, writing letters, reports and articles concerning proposed legislation and the state budget.

Qualifications:

An ideal candidate would possess experience with and knowledge of legislative research; county government functions and operations; the legislative process and its relationship to county government; budgeting principles; and applicable local, state, and federal laws, regulations, codes, and/or statutes. Superior writing skills are highly desirable. Knowledge of human services, health, and behavioral health policy that impacts county operations preferred.  

Qualified candidates must possess a Bachelor’s Degree and three years of experience working with the State Legislature or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
