Description:
The San Mateo County Library (SMCL) is seeking candidates for the
position of Management Analyst I/II. The Management Analyst will
have the opportunity to develop and improve upon services and
activities related to performance management, strategic planning
and administrative services. Reporting to the Financial Services
Manager, this position will be responsible for improving the
tracking and reporting of organizational performance data, as
well as, assisting in strategic planning.
San Mateo County Library is a Joint Powers Authority that
comprises the cities of Atherton, Belmont, Brisbane, East Palo
Alto, Foster City, Half Moon Bay, Millbrae, Pacifica, Portola
Valley, San Carlos, Woodside and the unincorporated areas of San
Mateo County. SMCL provides innovative, dynamic services that

consecutive years by Library Journal, the San Mateo County
Library was ranked 12th nationwide and 2nd in California among
public libraries with similar budgets.

limited term management position based at SMCL’s San Mateo
headquarters.
Key Responsibilities:
• Perform research and/or data gathering activities, analyze and
interpret data collected and prepare regular or special reports
based on conclusions
• Assist in the development and implementation of benchmarking
and measurement programs to quantify the effectiveness of the
Library’s programs and services
• Improve the tracking and reporting of performance data
• Plan and implement a number of system-wide projects and
programs and confer and coordinate with staff to ensure
success
• Identify and recommend activities and funding that support and
enhance service delivery
• Provide oversight and ensure compliance with policies related
to contracts
• Perform research and analyses on administrative and/or
operational problems and assist in the review and drafting of
policies
• Represent the Library in interdepartmental, community and/or
professional meetings
Qualifications:
This limited term position has a salary range of $61,110.40 –
$88,462.40 annually and a benefits package summarized at http://hr.smcgov.org/employee-benefits.
The position includes a portable 401A retirement plan and is not
eligible for a defined benefit County pension.
Typical qualifications include a Bachelor’s degree or equivalent
with major coursework in business or public administration or
related area, knowledge of administrative principles and
practices, including goal setting, program development,
implementation and evaluation, and strong strategic planning,
analytical and research skills. Must have excellent
interpersonal, problem solving, communication, writing and
community engagement skills, along with computer proficiency
(word processing, spreadsheets and database
systems/applications), flexibility and adaptability for work in a
changing environment, ability to work as part of a team,
imagination, curiosity and a sense of humor.
