Description:
This position works closely with the General Manager in the planning, organization, direction and supervision of all Human Resource activities and also supports the District’s Board of Directors. The successful candidate will encounter a wide variety of responsibilities that require leadership, problem solving and subject matter expertise to realize strategic priorities as well as manage day-to-day operations. Working closely with the General Manager, this position oversees the Human Resources/ Risk Management division, including recruitments, employee relations programs and various types of leave management, benefits administration as well as strategic projects. The position also serves as Board Clerk and Public Information/Public Engagement Officer for the District, ensuring compliance with legal requirements for records management and publication and dissemination of public documents.
Qualifications:
The Management Services Supervisor/Chief Board Clerk will be a
well-rounded public sector generalist with particular strengths
and interests in administration and human resources. Candidates
who have a successful history supporting Boards, City Councils
and/or Commissions, with an ability to manage multiple functions
and priorities, will be favorably considered. This position
provides administrative management support, working closely with
the General Manager, and the ideal candidate should possess
strong communication skills, both verbal and written, as this
position routinely presents to the Board of Directors and other
groups and is responsible for preparing clear, concise, accurate
and complete reports. Ideal candidates will possess a strong
customer service ethic with the ability to establish and maintain
positive and cooperative working relationships both internally
and externally.

which would likely provide the necessary knowledge and abilities,

Typical ways to obtain the knowledge and abilities would be:
Experience: Four (4) or more years of increasingly
responsible work experience in the administration of a local
government agency, human resources activities, Board Clerk (or
equivalent) activities, Public Information/Public Engagement
activities within a public agency.
Experience implementing programs, budgets and administrative
operations with at least two (2) years of experience in an
administrative, management or supervisory capacity. Experience in
project management or serving as an operational or project team
lead may be substituted for management or supervisorial
experience.
Education: A Bachelor’s degree OR higher in Public
Administration, Business Administration, Political Science or
closely related field from an accredited university or college is
required.
