Description:

Under general direction, to plan, organize and direct the activities of the Property Tax & Grant Accounting Division in the Auditor-Controller’s Office.  This single position class is responsible for directing the work of the Property Tax & Grant Accounting Division and in maintaining and insuring the accuracy of the various property tax apportionments.  

Qualifications:

  • Equivalent to graduation from a four-year college with major work in Accounting, Business Administration or closely related field.
  • Five (5) years of increasingly responsible professional experience in accounting or auditing work, at least one (1) year of which shall have been in a supervisory capacity.

  • Manages division activities and insures effective operation of the various-functions of the division.
  • Analyzes and interprets property tax laws and their application to the work of the division.
  • Maintains effective communication with the Assessor’s Office and Treasurer-Tax collector’s Office on matters relating to tax apportionment issues.
  • Supervises reconciliations of all tax apportioned fund balances to insure they are performed at appropriate times to support property tax distributions.
  • Supervises the preparation and maintenance of grant tracking and related accounting systems.
  • Analyzes, evaluates and coordinates systems programs and formulation and makes appropriate recommendations to management relating to systems implementation relating to the assigned area of responsibility.
  • Selects, trains, evaluates, disciplines and counsels assigned staff directly or through subordinate supervisors.
  • Represents the Auditor-Controller at Tax Collector Association and Auditor Association meetings.
  • Prepares written reports and correspondence relating to the analysis, interpretation and/or explanation of the Revenue and Taxation Code and other complex property tax laws and regulations.
  • Supervises oversight of all work performed in the division, creating a work calendar of when work needs to be performed with time lines and designations of staff responsibility.
  • Maintains and establishes written policies, procedures, and job instructions of all aspects of the apportionment process.
  • Maintains a cross-training program for staff development that provides backup support for the functions within the division.
  • Maintains effective communications with external agencies, including cities, schools, and special districts, and assures appropriate documentation relating to proper tax issues is distributed timely to those agencies.
  • Maintains and develops controls to assure that apportionments and related schedules and work papers are computed accurately and timely.
  • Performs related work as required and assigned by the Auditor-Controller.
  • Knowledge of principles and practices of organization, supervision, personnel management and training;
  • Knowledge of Revenue and Taxation Code and other laws and regulations relating to the work of the Property Tax & Grant Accounting Division.
  • Knowledge of Tax Apportionment practices, procedures and systems skill in analyzing complex and sensitive administrative, budgetary, operational, economic, political and organizational problems, evaluating alternatives and reaching sound conclusions.
  • Knowledge of Grant Accounting and reporting procedures.
  • Skill in analyzing new and proposed legislation and determine its impact on the tax apportionment Division.
  • Skill in Understanding, interpreting and applying Revenue and Taxation Code and other laws and regulations relating to the work of the division.
  • Skill in preparing clear, logical and convincing written reports and correspondence.
  • Skill in effectively planning, organizing and coordinating the work of the division.
  • Skill in developing, supervising, training, and motivating employees.
  • Skill in functioning as a liaison with the Offices of the Assessor and the Tax Collector.
  • Skill in Analyzing and evaluating operational problems and recommending and/or implementing effective solutions.
  • Skill in tactfully dealing with the public under stressful conditions.
  • Skill in using good judgment and taking initiative.
  • Skill in communicating effectively both verbally and in writing with the public, other departments, and other jurisdictions.
  • Skill in researching and reporting on issues relating to the division.
  • Skill in representing the Auditor-Controller at Tax Collector Association and Auditor Association meetings.
