Description:

The Fresno County Department of Personnel Services is in search of a seasoned and confident professional, with exceptional leadership, organizational and managerial skills for the position of Personnel Services Manager. The Personnel Services Manager, reporting to the Director of Personnel Services, is responsible for planning, directing and managing the staff and activities of a division within the Department of Personnel Services.  The Department of Personnel Services, headed by the Director of Personnel Services, provides centralized, management and administrative oversight of activities associated with personnel, labor relations, employee benefits, loss prevention training, and risk management services to all County Departments. The County of Fresno currently employs over 6,500 employees. 
The current vacancy may be filled in one of the following Divisions:  Employment Services or Labor Relations.  The Employment Services Division is responsible for recruitment and examination activities, workforce reduction processes, administration of the classification and compensation program and retention analysis; as well as providing funding and support to the Civil Service Commission.  The Labor Relations Division is responsible for maintaining relationships with 24 Representation Units represented by 17 Certified Employee Organizations; labor contract negotiations; contract administration; employee grievance resolution; employment discrimination complaints; bargaining unit determination; and unfair labor practice charges.  The incumbent may serve as Chief Negotiator during contract negotiations with employee labor organizations.

Qualifications:

Education:  Possession of a bachelor’s degree that is acceptable within the United States’ accredited college or university system.
Experience: Four (4) years of full-time, paid professional work experience in the development and administration of recruitment and examination, classification and compensation, and/or labor relations, of which at least two (2) years of this experience must have been served in a supervisory capacity over professional staff.
License:  Possession of a valid driver’s license is required.
