Description:
The Plans Examiner reviews and checks plans and specifications
for buildings and structures proposed for construction or
alteration in accordance with the uniform building codes, state
and local ordinances and codes.
There are currently TWO vacancies within the Planning, Building
and Environmental Services Department.
Recruitment Process
1. Supplemental response review the week of February 9, 2015.
2. Oral Panel Interviews are tentatively scheduled for the week
of February 23, 2014.

Qualifications:
Principles and methods of building construction.
Methods and materials used in building construction and
structural design including properties, application and strength
of building materials.
Building design and engineering technology.
Engineering mathematics including algebra, trigonometry, plane
and solid geometry.
California Building, Electric, Plumbing, Mechanical Codes and
state energy conservation and utilization statutes.
Building materials and practices in the plumbing, mechanical and
electrical construction field.
A working knowledge of the computers and software (e.g, MS Word,
Excel, and Outlook).
Skill to:
Read, understand, interpret and explain blueprints, building
plans, specifications and engineering calculations.
Distinguish between intent of applicable rules and the letter of
the law.
Develop and apply creative solutions to issues raised during plan
review process.
Interpret and enforce laws and regulations.
Analyze building plans to detect deviations from regulations.
Make mathematical computations related to engineering
calculations.
Make decisions in the face of completing interests or goals.
Determine loads and stresses on structural members and analyze
beam sizes from tables and manuals.
Analyze situations accurately, make recommendations and under
direction take appropriate action.
Communicate effectively both verbally and in writing.
Prepare reports and maintain records.
Ability to:
Establish and maintain cooperative working relationships with the
public, staff, other agencies, and departments.
Meet established deadlines.
Experience & Education
To qualify for this classification, an individual must possess
any combination of experience and education that would likely
produce the required knowledge, skills and abilities. A desirable
combination is:
Experience:
Three years of experience in building construction or engineering
work which involved an understanding of building plans, codes and
engineering calculations. At least two years of private or public
sector experience is highly desired.
Education:
Equivalent to completion of the twelfth grade. Course work in
building or construction inspection, plan review, planning, land
use, engineering or closely related field is highly desired.
License or Certificate:
Plans Examiner certified by the International Code Council (ICC)
with California experience is highly desired.
ICC Building Plans Examiner Certificate is highly desirable.
Residential Plans Examiner Ceritficate is highly desirable.
Possession of a valid California Driver’s License.
