Description:

The Management Analyst will play a critical role as the liaison and primary administrator for the NPDES program and will ensure the County’s compliance with the State requirements. This position serves as the primary liaison and coordinator between multiple county departments and interfaces with numerous outside agencies including cities, water districts, joint power authorities, State and Regional Water Quality Boards, and state and federal Environmental Protection Agencies. The incumbent will represent the County at public and committee meetings and serve as a technical consultant on all matters relating to NPDES permitting and stormwater planning projects. In addition to NPDES administration, this position will be responsible for implementing County-wide administrative strategies and policies for the Executive Office, including the review of departmental staff reports prior to Board consideration. Additionally, the incumbent will participate in the administration of programs impacting the County budget, including the collection, interpretation and analysis of budget and financial data for assigned departments and agency programs.

Qualifications:

Education: Possession of a Bachelor’s degree from a recognized college, preferably with a major in Civil Engineering, Environmental Sciences, Business Administration, Public Administration, or other field closely related to the assignment. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

AND

Experience: Extensive experience in an NPDES stormwater administrative or managerial capacity which included responsibility for making decisions and recommendations on issues relating to organization, budget, staffing or other administrative matters, closely related to the area of assignment.
