Description:

Perform senior level purchasing functions including developing complex RFQ’s and RFP’s, perform cost analysis and evaluations of bids and proposals; negotiate and write contracts, purchase goods and services for multiple County departments and agencies; Train end users on rules and regulations; Develop and write procurement specifications; Act as a liaison between users and vendors; Resolve disputes between vendors and County departments; assist vendors registering to do business with the County; lead users groups in relationship to their assigned commodities. 

Qualifications:

Education: Possession of a Bachelor’s degree from an accredited college or university, preferably with major coursework in Purchasing, Business Administration, Public Administration, Economics or a related field. (Additional qualifying experience may be substituted for up to two years of the required education on the basis of 30 semester/45 quarter units equaling one year of full-time experience). Possession of a certificate as a Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) by the Institute for Supply Management (ISM) is desired.

Experience: Four years of buying experience in a Purchasing Department or Agency, which included contract negotiation, development of contract standards and procedures, and development of multi-year or major high value multi-commodity agreements. Experience with purchasing and contracts related to information technology is highly desired.
