Description:
The San Diego County Employees Retirement Association (SDCERA),
an award-winning public pension plan administrator serving more
than 37,000 members, is currently recruiting for a Retirement
Accounting Manager (official title is Retirement Services Manager
– Accounting Option).
The Retirement Accounting Manager ensures the fiscal integrity of
all SDCERA accounting systems and functions; coordinates with the
Custodian Bank for Investment Management reporting issues; tracks
selected expense categories of interest to the Retirement Board
and CEO; leads, supervises and directs the preparation of the
Comprehensive Annual Financial Reporting (CAFR) and the Popular
Annual Financial Report (PAFR); prepares annual operating expense
budget, financial statements, and other fiscal documents; and
assigns projects, monitors performance, and provides evaluations
to ensure integrity and quality control of all accounting
operations. The ideal candidate will be knowledgeable of
Governmental Accounting Standards Board (GASB) and Financial
Accounting Standards Board (FASB) guidelines.
Qualifications:
SDCERA seeks candidates with public agency or pension experience
and who are results-oriented. The ideal candidate will exhibit a
record as a strong manager and be a catalyst to accelerate
knowledge and skills of employees as well as engage employees to
accomplish common goals. Possession of a California CPA
Certificate is desirable.
A bachelor’s degree from an accredited U.S. college or
university, or a certified foreign studies equivalency in
business administration, public administration, or other closely
related field, AND, five (5) years of extensive staff or line
experience in a public agency performing general administrative
work in budget preparation, personnel administration, and/or
fiscal management, including at least two (2) years of
supervisory experience, coaching, developing and evaluating
staff.
Note: Qualifying administrative/analytical experience may
substitute for the education requirement on a year-for-year
basis. This experience must have included responsibility for
conducting analytical studies and analyses with justifications
and recommendations; analyzing, writing, interpreting and
implementing policies and procedures; conducting statistical
analysis; and analyzing organizational and administrative
operations
