Description:
The Marin County Human Resources Department and the Marin County
Department of Health and Human Services are announcing a
recruitment for the position of Social Services Division Director
in the Public Assistance Unit of Health & Human Services. There
is currently one full-time vacancy.
The County of Marin seeks a Public Assistance Division Director
who has experience building partnerships and developing positive,
collaborative rapport with community-based organizations, staff
and County leadership. The ideal candidate will be a strong
leader who aligns the organization’s vision and values and can
successfully interact within the dynamics of the organization
while remaining sensitive to the competing needs of a wide
variety of internal and external stakeholders.
The Division Director reports directly to the Assistant Director
for Health and Human Services (Social Services Director) and has
six direct reports. The position serves as the senior leader for
the Public Assistance Branch, ultimately responsible for the
Branch’s achievement of its mission and its alignment with
departmental and county-wide goals. The Division Director sets
the Branch’s direction and priorities; allocates human and
financial resources; and monitors outputs and outcomes.
The Division Director works closely with the Branch’s management
team to ensure effective management of staff and other resources;
achievement of program goals; regulatory compliance; engagement
with community partners; and the delivery of respectful, fair and
efficient service to the public. The Division Director is also
the chief representative for the Branch across Health & Human
Services, other county departments and in the community. The
Division Director must be actively engaged as a leader in the
Department and the larger county organization. Close
collaboration with a wide variety of partners and stakeholders is
essential. The Division Director leads the Branch by example
(with words and actions), should be a model of the customer
service expected of all staff, and should be a source of
inspiration and motivation for employees across the county.
Qualifications:
The ideal candidate will have a proven commitment to excellence
in public service; extensive experience in managing complex
programs and operations; highly-developed interpersonal skills,
including a high level of emotional intelligence; demonstrated
expertise in organizational development and business process
redesign; extensive experience in personnel management in a
public setting, including previous work with human resources
professionals and labor unions; a history of successfully leading
organizations through challenge and change; demonstrated capacity
to partner with other leaders, organizations and stakeholders;
well-developed skills in communication, decision-making and
delegation; and strong knowledge of public assistance benefit
programs.
Minimum Qualifications:
Any combination of education and experience that would provide
the knowledge and skills listed in the class specification.
Typically, a Bachelor’s degree in sociology, psychology, social
work, social welfare, counseling or a closely related field and
four years of experience appropriate to the assignment including
one year of supervisory experience.
