The Marin County Human Resources Department and the Marin County Department of Health and Human Services (H&HS) are accepting applications for the position of Social Service Program Manager. One full-time vacancy exists in the Public Assistance Programs branch of the Health & Human Services Department.

The Social Services Program Manager, working within the Public Assistance Division, is a key position on the senior leadership team. This position reports directly to the Social Services Division Director and is responsible for the implementation of Public Assistance programs, including the planning, development, implementation and monitoring of these programs within a comprehensive social service delivery system. The position requires knowledge and experience in the areas of leadership, change management, program implementation within the context of state and federal regulations, and personnel management within the context of a civil service environment. The position requires the skills and dedication to providing vision and leadership to effectively inspire and direct the Department in developing and achieving goals and objectives that are congruent with the values, mission, vision and strategic plan of Health and Human Services.

Qualifications:

The ideal candidate will possess extensive knowledge and experience within the social service delivery system with an emphasis on Public Assistance programs. This knowledge should consist of understanding state and federal legislation and regulations that govern Public Assistance programs, including CalFresh and Medi-Cal. Experience administering the CalFresh program, including an in-depth understanding of the program regulations and requirements, is highly desirable. The ideal candidate will have the skills to implement effective program evaluation and a focus on monitoring program outcomes for the purpose of continually improving service delivery and efficiency. The ideal candidate will have served as a leader in a county social services program, with experience creating program policies and procedures in accordance with regulatory guidelines, and experience measuring and evaluating workloads and staff performance. The ideal candidate will have a dedication to providing excellent customer service to both internal and external partners and the public; an ability to utilize effective communication and problem solving techniques to create strong teams; the desire to develop, motivate and engage staff; and a dedication to creating a positive workplace culture that honors a diverse range of backgrounds, experiences and ideas that are congruent with values, mission, vision and strategic plan of Health and Human Services.
