Description:
The County of Yuba is currently recruiting for Social Worker III
in the Adult Services division of the Health and Human Services
Department. This Social Worker III position will perform duties
primarily in the In Home Supportive Services Program (IHSS) and
will perform mandated quality assurance activities; which
includes detailed case reviews, home visits, and state reports.
Additionally, this position will perform duties in the Adult
Protective Services (APS) program, participate in the APS 24 hour
emergency response system, and may perform duties in the
Multipurpose Senior Services Program (MSSP). Social Worker III is
the advanced journey-level classification in the adult services
social work series responsible for independently performing case
management of a complex or sensitive nature requiring
professional knowledge, training and the ability to respond to
all emergency response referrals to Adult Services regarding
potential abuse cases to elderly, medically fragile, dependent or
disabled adults; prepare detailed, complex court documents,
testify in court and perform other related work as assigned. This
position is permanently allocated to the III level due to the
nature of the work. For Bilingual consideration, applicants must

Knowledge is required of the goals and objectives of public
social services; social service case work principles and
practices, including both group and individual counseling; rules
and regulations related to all adult services administered by the
department; community resources providing social services, health
services, nutritional information, housing and other necessary
client services; case management and analytical techniques and
the medical, psychological; and socio-economic conditions that
affect the work of a public social services agency.
Skill is needed in defining issues, performing social service
research, analyzing problems, evaluating alternatives and making
appropriate recommendations; monitoring/assessing performance of
self, individuals, or organizations to make improvements or take
corrective action; being aware of others’ reactions and
understanding why they react as they do; using logic and
reasoning to identify the strengths and weaknesses of alternative
solutions, conclusions or approaches to problems; representing
the County effectively in hearings and meeting with other
agencies; preparing clear, concise and accurate correspondence,
reports, and written materials; establishing, maintaining, and
researching and verifying client information and computer
produced client data and files.
The ability to communicate effectively, both orally and in
writing, in person or over the telephone; listen carefully to
what other people are saying, taking time to understand the point
being made, and asking questions as appropriate for
clarification; establish and maintain client rapport on an
individual basis; interpret and explain the applicant, recipient,
or other public social service programs, policies, rules and
regulations; develop skills in interviewing, case recording and
interpretation and combine pieces of information to form general
rules or conclusions in developing clients’ service plans;
perform calmly, purposefully and appropriately in emergency and
stressful situations; and maintain composure, keep emotions in
check, control anger, and avoid aggressive behavior, even in very
difficult situations.
Qualifications:
Minimum: Bachelor’s degree from an accredited
institution in a related field (including but not limited to
psychology, sociology, social work) and at least two (2) years
paraprofessional case management equivalent to the County’s class
series of Social Worker I/II.
Preferred: In addition to the minimum, a Bachelor’s
degree in Social Work and additional years of experience as
previously defined; Bilingual Spanish encouraged to apply.
Special Requirements: Successfully complete a detailed
background investigation which includes Live Scan fingerprinting;
attend meetings outside of normal working hours; work on call and
respond to emergency situations during weekends, holidays or
other off-hours shifts; DMV print out prior to hire; to qualify
for bilingual pay, must be State certified or pass a County
qualifying language test in the relevant language at the option
of the County.
Working Conditions: Generally a typical office
environment; potential exposure to contagious or infectious
diseases or hazardous substances and chemicals; work with hostile
or abusive individuals
