The Marin County Human Resources Department and the Marin County Department of Health and Human Services (H&HS) are announcing a recruitment for the position of Supervising Employment Development Counselor. Supervises a group of Employment Development Counselors who assist CalWORKs families in developing and implementing Welfare to Work plans that not only create self-sufficiency, but promote the health and well-being of the family. The ideal candidate possesses skills and experience in building and leading effective teams in a fast-changing environment. An important aspect of the job is the ability to provide direction, support, structure and guidance to staff and balance the program requirements with the needs and interests of the individual and family.  

Qualifications:

The ideal candidate for this position will have experience supervising employees who work with highly-barriered clients. The successful candidate is culturally competent and will be comfortable working with a diverse population of various socio-economic backgrounds. Written and oral communication skills should be excellent. The ideal candidate will have the ability to provide regular clinical support and supervision to employees working with complex caseloads, initiative and excellent judgment and decision making skills. The ideal candidate will also be able to serve as a member of an interdisciplinary team, be well-versed in community resources, have excellent computer and documentation skills, as well as excellent work habits. Must be able to work in a high-volume, fast-paced work environment, be able to manage the occasional crisis, and ideally have C-IV computer system knowledge.

MINIMUM QUALIFICATIONS: Equivalent to graduation from a four-year college or university with major course work in  public or business administration, social science or a field related to the work and three (3) years of employment development and/or vocational counseling experience with vocationally disadvantaged or disabled individuals, dislocated workers or others in similar employment situations. Some lead or supervisory experience is desirable.

HIGHLY DESIRABLE:  Experience and/or specialized training providing direction, support, structure and guidance to staff working with multi-barriered clients (e.g., domestic abuse, substance abuse, mental health, learning disabilities, developmental disabilities and/or health issues). Bilingual skills (Spanish/English).
