A Supervising Environmental Engineering Specialist is responsible for performing a combination of the following essential job functions: supervises and participates in highly complex field biological assessments and analysis; supervises and conducts highly complex field biological and ecological investigations of streams, rivers, lakes, the ocean, and flood control facilities; prepares technical reports for presentations; supervises and coordinates  investigations for complaints relating to non‑compliance issues and interpretations of scientific findings; conducts highly complex field biological surveys and assesses proposed developments for impact on plant life and related resources; reviews project scopes of work of biological and ecological consultant contracts prepared by lower-level Environmental Engineering Specialist staff; provides technical advice and reviews, as-needed, biological/ecological consultant evaluation and selection services by verifying quality control of products; supervises and independently determines the need for, and arranges for the collection of biological samples, analyzes results, and makes recommendations for enforcement action to ensure compliance with state and federal regulations; serves as a department representative on various regulatory and advisory boards and committees and responds to public inquiries about environmental programs, projects or studies; testifies as an expert witness in court in complex litigation cases; performs toxicity evaluations for stormwater and urban runoff; oversees the development of contractual agreements, the preparation of requests for proposals, the awarding of contracts, agreements, and the monitoring of contractors; supervises activities of field crews performing operations, such as, monitoring of flood control channels and water conservation facilities relative to water quality or environmental mitigation aspects of projects; provides and identifies staff training and developmental needs and guidance to ensure effective performance and professional guidance; plans, develops, and manages a variety of complex studies, research or analyses of water resources related issues including ground water, surface water, recycled water, water quality, ecosystem restoration and other water-related data; prepares related data, maps, charts, tables, diagrams, reports, and fact sheets; evaluates, interprets and develops sound recommendations for complex scientific and technical issues related to statewide clean water, habitat, wetland soil and water programs; and supervises and conducts watershed, stormwater, habitat, ecosystem, and wetland assessments. 

Desirable Qualifications:

  • Knowledge and experience in environmental and regulatory background including the  Federal Clean Water Act (National Pollutant Discharge Elimination System, Total Maximum Daily Loads), the California Porter-Cologne Act (the Basin Plan), and California Water Code regulations
  • Experience working with governmental agencies, regulatory agencies

Qualifications:

Selection Requirements: OPTION I: Two years of experience at the level of Senior Environmental Engineering Specialist* in the service of the County of Los Angeles - OROPTION II:  Graduation from an accredited** four-year college or university with a Bachelor’s degree*** in environmental, ecological, biological, chemical, earth science, or natural science – AND – Four (4) years of full-time paid professional experience related to environmental and watershed management. A Master’s degree from an accredited college in one of the above mentioned fields may be substituted for one year of the required experience if not used to qualify.
