Description:

The Systems Analyst is a journey level position that plans, designs, customizes, and maintains designated applications software; analyzes business needs and processes of designated users; assesses potential or existing problem situations and proposes technical solutions; implements, debugs, tests, migrates, documents, and supports new and/or modified applications and systems.

The open position is part of a team tasked with the replacement of the Solano County Integrated Property System (S.C.I.P.), an internally developed COBOL and .NET application.

The ideal candidate will posses the following:

•Knowledge of various programming and database technologies

•Experience in legacy systems migration

•Ability to analyze department business system needs, and provide solutions to meet those needs through integration of existing technologies or customized solutions.

•Ability to document customer requirements and develop design specifications

•Prepare customer instructional material and training for new or modified system functionality

Qualifications:

Experience: Four (4) years of experience performing progressively responsible programming duties and functions.

Education/Training: An Associate’s degree is required, or equivalent in information technology, management information systems, or a closely related field. A Bachelor’s degree from an accredited college or university, preferably in information technology, management information systems may be substituted for two years of experience.
