Description:

The Treasurer-Tax Collector’s Department, County of Monterey, has an immediate opening for a Treasury Manager. This position, under the direction of the Assistant Treasurer-Tax Collector, plans, organizes and supervises the operation of the Treasury Division and the cash management program for the County and other public agencies and special districts; manages public fund investment activities; and performs other work as required. The incumbent plans, coordinates and directs investment activities, develops and maintains appropriate internal controls, authorizes all investment transactions, and maintains all policies and procedures impacting investment analysis, portfolio system support, auditing and reporting requirements. The incumbent is responsible for planning, directing and administering the budget for the Treasury Division of the department, is the principal liaison with contract banks for all County, schools and special district banking activities, and is the principal liaison for all internal, external and special audits of the County Treasury. This position exercises considerable discretion and independent judgment in prioritizing and coordinating departmental mandates, goals and objectives and in working with other agencies, banks, brokers and staff to coordinate and enhance services. Qualifications:

A combination of experience, education and/or training that substanially demonstrates the following knowledge:

1. Principles, practises and techniques of public fund investments and the laws related to such investments.
2. Cash flow analysis and cash management systems
3. Investment analysis, including swaps and trades
4. Banking services, procedures and concepts such as float, compensating balances and custody of assets
