CSAC, Coalition Oppose Orientation Bill
AB 2835: Overly Prescriptive, Onerous Requirements
CSAC is part of a growing coalition of local governments, schools and special districts that oppose AB 2835. The bill would require public agency employers to follow overly prescriptive rules related to employee orientations. The bill, a recent ”gut and amend,” now requires state and local agencies to provide unions with 30 minutes to meet with employees at the beginning of any employee orientation.
While the concept may seem innocuous, the bill actually comes with a host of onerous requirements that would create serious legal, logistical, and administrative issues for counties, along with the core issue of threatening basic and fundamental management rights. CSAC, along with many other public agency stakeholders, strongly opposes this bill. See our opposition letter here.
