Fourth Annual Statewide Realignment Conference
Registration Now Open!
The Joint Training Partnership (JTP) – a partnership among the California State Association of Counties, the Chief Probation Officers of California, and the California State Sheriffs’ Association – is pleased to be sponsoring the fourth annual statewide conference on public safety realignment. Planned for January 22 and 23, 2015, the conference will bring together criminal justice system stakeholders to examine public safety and justice innovations in California counties. The event is designed to give policy makers, practitioners, and stakeholders the opportunity to reflect upon the transition from triage mode in the early years of Realignment to making sustainable and ongoing improvements in public safety throughout California.
This year’s conference will include three tracks to address the movement from triage to optimal performance across all stages of the justice system, from prevention to successful reintegration.
- Change and Leadership: This track is dedicated to the critical organizational, leadership and contextual supports that are required to successfully transition from triage to optimal performance.
- Systemic Management of Risk and Need: This track will discuss the ways in which systems manage the risks posed to the community and address the needs of those who come through the justice system.
- Practices on the Front Line: This track is intended to provide a front-line perspective of what putting the research into practice looks like on-the-ground at all stages of the criminal justice system.

Applications Sought for Sequential Intercept Mapping (SIM) Workshops
The Substance Abuse and Mental Health Services Administration (SAMHSA) – a branch of the U.S. Department of Health and Human Services – is currently soliciting applications from communities interested in developing integrated strategies to better identify and respond to the needs of adults with co-occurring mental health and substance abuse disorders in contact with the criminal justice system. Sequential Intercept Mapping (SIM) is a one-day workshop designed to allow local, multidisciplinary teams of people from jurisdictions to facilitate collaboration and to identify and discuss ways in which barriers between the criminal justice, mental health, and substance abuse systems can be reduced and to begin development of integrated local plans.
This year’s solicitation targets communities that are focusing on Intercepts 1 and 2 of theSequential Intercept Model (SIM), which target early jail diversion. Accordingly, applications should emphasize Intercepts 1 and 2 and workshop attendee groups should particularly include those agencies and personnel involved in early jail diversion efforts.
If a community is selected, SAMHSA’s GAINS Center will offer this workshop free of charge between March and August 2015. It is expected that five communities will be chosen for this training. There would be no fees for registration, tuition, or materials associated with these workshops. The GAINS Center will pay all costs associated with pre-s and post-workshop coordination, conference calls, and facilitator time and travel.

Judicial Council Seeking Public Comment
Deadlines Approaching
Two new proposals outlined below have been posted for public comment to the California Courts web site.
SP14-09: Judicial Administration: Revision of the Conflict of Interest Code for the Judicial Council
This proposal would adopt amendments to the Judicial Council Conflict of Interest Code and bring the Code up to date with its current organization that after a recent consolidation now includes the former Administrative Office of the Courts (AOC). In accordance with Government Code sections 87303 and 87306, the Code must be updated “when change is necessitated by changed circumstances” (id., § 87306). The deadline for comments is 5:00 p.m., Monday, November 3, 2014.
SP14-10: Traffic and Criminal Law: Notice to Appear Forms
Vehicle Code section 40500(b) authorizes the Judicial Council to prescribe the form of a Notice to Appear that is issued when a person is arrested for misdemeanor or infraction violations of the Vehicle Code. Penal Code section 853.9 further authorizes the council to approve Notice to Appear forms for non-traffic offenses. Penal Code section 959.1(d) permits a Notice to Appear issued on a form approved by the Judicial Council to be received and filed by a court in electronic form. In response to issues courts have reported with electronic citation forms and procedures and to improve uniformity of the content of Notice to Appear forms used for electronic citations issued by arresting officers, the Traffic Advisory Committee recommends amendments of the California Rules of Court and forms as specified effective April 1, 2015. The deadline for comments is 5:00 p.m., Monday, December 1, 2014.
