Groundwater

SB 1317 (Wolk) – Request Comments
As Amended May 10, 2016

 SB 1317, by Senator Lois Wolk, was recently amended to require cities and counties that overly a groundwater basin designated as a high or medium priority basin to establish a process for the issuance of groundwater extraction permits.  This process would require an applicant for a groundwater extraction permit to demonstrate, based on substantial evidence, that the proposed extraction facility will not contribute to or create an undesirable result.  The process would have to be in place by January 1, 2018.  SB 1317 would also prohibit a groundwater extraction facility in a high or medium-priority basin from being developed without a valid permit, with specified exceptions.

CSAC currently has an oppose position on SB 1317, however counties are urged to review the bill as recently amended and provide comments to CSAC staff as soon as possible.  The bill is set to be heard by the Senate Appropriations Committee on Monday, May 16.
