Bail Reform Tops AOJ Policy Committee

Administration of Justice Policy Committee Meeting

The Administration of Justice Policy Committee held an informational meeting on bail reform in California, hearing presentations from Senator Bob Hertzberg and Assembly Member Rob Bonta focused on their bail reform proposals – SB 10 and AB 42.

The legislators shared their point of views about the current bail system, their reasons for the legislation and the potential outcomes as a result of the legislation. Additionally, they acknowledged the financial impacts this legislation would have on counties and were open to addressing funding issues as the bills make their way through the legislative process.

The second presentation focused on current national bail reform efforts. The American Bail Coalition Executive Director Jeffrey Clayton gave an overview of what bail reforms are occurring in a number of states across the country. Mr. Clayton explained the bail reform efforts underway and used Washington, D.C. and New Jersey as examples.

The final presentation focused on counties that have established pre-trial service agencies. The Santa Cruz County Chief Probation Officer Fernando Giraldo and Santa Clara County Pre-Trial Services Director Aaron Johnson gave incredible presentations about the pre-trial service work their counties are already doing and the savings they are seeing from their pre-trial service programs.
