CalRecycle to Make Changes to Organic Waste Diversion Regulations

CalRecycle recently announced that it will make clarifying changes to its proposed SB 1383 Organic Waste Diversion Regulations in response to a review by the Office of Administrative Law (OAL). CalRecycle will make these clarifying changes available for a 15 day public review and will also allow for modifications to the rulemaking package unrelated to the clarifying changes. CSAC will monitor CalRecycle for a start date of this 15 day comment period.
In addition, CalRecycle will present on the next steps for the SB 1383 rulemaking at its March 17th public meeting as the regulations continue to move forward through the final steps of the rulemaking approval process. As the regulations move into the final approval process, CalRecycle will hold a workshop on April 20th to discuss and receive stakeholder feedback on the draft analysis required by SB 1383 by July of 2020. Finally, after final adoption of the regulations, CalRecycle will release a series of implementation tools, including a model ordinance, model franchise agreement, model procurement policy, and model food recovery agreement. These tools will be available to help the regulated community prepare for implementation in advance of the January 1, 2022 effective date.
