CPUC Establishes Mobilehome Park Utility Conversion Program

The CPUC is currently conducting an extended Mobile Home Park Utility (MHP) Upgrade Pilot Program to convert master-metered gas and/or electric facilities to direct utility service.  Decision D20-04-004 established a 10-year MHP Upgrade Program, with new applications being accepted beginning January 1, 2021. This program will be available in PG&E service territory, the largest territory in California. PG&E supports the enhanced safety, reliability and cost-saving opportunities this program provides for mobilehome park owners and will be among the companies that will perform the conversions with the majority of the costs being covered for the mobilehome park owners and residents under PG&E Rule 28. PG&E encourages mobilehome park owners to apply for this program early next year.

The MHP Utility Conversion Program’s next application period will be from January 1, 2021 to March 30, 2021. The initial application process represents the first step for mobilehome park owners to receive new, professionally installed gas and/or electric systems that comply with utility leading standards and requirements. In addition to receiving safety and service upgrades, residents will become direct IOU customers who can apply for energy savings and assistance programs. Mobilehome park owners who have previously applied will not need to reapply in this next application period. As an example of what the application for this program will look like, the previous version of the application when it was a pilot program can be found here. The Form Of Intent will likely be updated under the new decision, but should be consistent for the new application period in January 2021.
