CPUC Issues Final Decision on 2019 PSPS Shutoff Events

On June 7, 2021, the California Public Utilities Commission (CPUC) issued a final decision related to the late 2018 public safety power shutoffs (PSPS) by Pacific Gas and Electric Company (PG&E), Southern California Edison (SCE), and San Diego Gas and Electric Company (SDG&E) to mitigate the risk of wildfire caused by utility infrastructure. The decision (Decision 21-06-14) found that the utilities failed in certain respects to reasonably comply with the obligation to promote safety as required by law. The ruling directs utilities to, among other things:

  • Forgo certain revenue collection from customers;
  • Initiate efforts to engage in best practices sharing and lessons learned;
  • Assist in developing a standardized 10-day post event report;
  • Undertake certain corrective actions; and,
  • Initiate efforts to improve various communication methods.

CSAC and other local government partners participated in the proceeding, providing comments throughout the process.
