DHCS Awards $88.6 Million to Bolster Medi-Cal Delivery System

March 30, 2023

Last week, the California Department of Health Care Services (DHCS) announced $88.5 million in awards to 39 eligible entities, including counties, to help build capacity and infrastructure through the Providing Access and Transforming Health (PATH) Capacity and Infrastructure, Transition, Expansion, and Development (CITED) Initiative. These funds will be used to increase the provider workforce, invest in infrastructure and IT systems, develop plans to conduct outreach to historically under-resourced and underserved populations to engage them in care, and support the delivery of Enhanced Care Management and Community Supports.

The PATH CITED initiative originally intended to award $100 million to eligible entities, but in order to further transform California’s Medi-Cal system, and in response to the large volume of funding requests received in Round 1, DHCS adjusted the Round 1 allocation. After finalizing Round 1B awardees, the total allocation for Round 1A and 1B is $207 million. Recipients of PATH CITED grants can include cities, counties, local governmental agencies, Tribes, nonprofits, public hospitals, and others.

The deadline to apply for CITED Round 2 is May 31, 2023. Information on how to apply, including the dates and times of virtual office hours for applicants, can be found on the PATH CITED website.

$736 Million in Homekey Funding Now Available for Application

Yesterday, Governor Newsom announced the availability of $736 million in Homekey funding for local governments to build or purchase housing for individuals experiencing homelessness. This investment builds on two previous rounds of Homekey Funding, bringing the total state investment to $3.4 billion for the program. As of now, Homekey has created 12,774 housing units in 210 projects across the state.

Homekey is administered by the California Department of Housing and Community Development (HCD), who will accept applications on a rolling, over-the-counter basis until July 28, 2023, or until the available funds are exhausted. Due to the oversubscription of previous Homekey rounds, counties and other eligible applicants interested in applying are encouraged to submit a completed application as soon as possible.

The Notice of Funding Availability (NOFA) for Homekey Round 3 is now posted. To receive information on the upcoming Homekey NOFA webinar and other updates, please subscribe to the HCD’s Homelessness Prevention Programs listserv at https://www.hcd.ca.gov/contact-us/email-signup.
