The Department of Housing and Community Development released
draft guidelines for SB 2 planning grants for cities and
counties. The grants are funded with half of the revenue
generated in the first calendar year of SB 2 (Atkins, 2017)
document recording tax. The other half of year-one funding will
be allocated to homelessness programs.
Pursuant to statutory requirements, the grant program will
provide financial and technical assistance to local governments
to update a variety of planning documents and processes to
streamline housing approvals and accelerate housing production.

here. CSAC will review the draft and provide comments. We are
interested in any feedback from counties by Thursday,
November 1 via email to clee@counties.org. CSAC also
encourages counties to submit comments directly to HCD by the
Wednesday, November 7 deadline. Comments should
be submitted by email to CAHP@hcd.ca.gov.
