SB 1278 (Leno) - Concerns
As Introduced on February 21, 2014
Senate Bill 1278, by Senator Mark Leno, would require animal control officers (ACO) to complete courses related to the powers of arrest and serving warrants. Specifically:
- any person appointed as an ACO before July 1, 2015 must complete the Penal Code 832 Arrest and Firearms Course.
- any person appointed as a director, manager, supervisor or any person in control of an animal control agency must also complete this course.
- during each three-year period following their appointed date as an ACO, a person must complete at least 40 hours of continuing education and training related to the powers and duties of an ACO. That training must be provided by the Commission on Peace Officer Standards and Training, the California Animal Control Directors Association or the State Humane Association of California.
SB 1278 will be heard in the Senate Public Safety Committee on March 25, 2014.
