HCD Releases Updated SB 35 Streamlining List

The Department of Housing and Community Development (HCD) has updated their February determination of eligibility for SB 35 streamlining of housing projects by local jurisdiction. The determination is based on data from each jurisdiction’s April 2018 “housing element annual progress report,” which shows the number of building permits issued relative to each jurisdiction’s regional housing needs allocation.

Based on housing progress reports submitted in April, two counties have seen production exceed allocations for both housing units affordable to below-moderate-income households and housing units affordable to above-moderate income households. Seventeen counties have experienced market-rate housing production exceeding allocations of units affordable to above-moderate income households. The full list of jurisdictions is available here.

In future years, the annual progress reports will continue to be due in April. There will likely be time for counties to review the draft SB 35 eligibility determination each year in May, with a final determination made in June. Additional details on the determination process are available here.
