State Receives $14.5 Million Federal Grant to Improve Foster Care Permanency 

The state Department of Social Services (CDSS) has received a $14.5 million five-year grant from the federal Administration for Children and Families to improve outcomes and promote permanency for certain foster youth in the state’s system. 

The state will use some of the grant funding for introducing an integrated casework practice model within four counties – Fresno, Humboldt, Los Angeles, and Santa Clara – serving as pilot project participants. 

The state will also use the grant funding to identify barriers, improve outcomes and address the specific needs of African-American and Native-American children and youth in foster care. Children from these groups encounter significant delays in finding permanent homes and experience longer stays in foster care overall. 

A number of stakeholder groups worked closely with CDSS staff to ensure the success of the grant process, including the County Welfare Directors Association, more than a dozen counties, and the Child and Family Policy Institute of California, as well as many others.
