HHS Likely to Extend Public Health Emergency Through 2021

In a letter to the nation’s governors, the U.S Department of Health and Human Services (HHS) has announced that the public health emergency (PHE) will likely remain in place for the entirety of 2021, and when a decision is made to terminate the declaration or let it expire, HHS will provide states with 60 days’ notice prior to termination.

The likelihood that the PHE will extend through 2021, combined with a 60-day advance expiration notice, gives counties some programmatic and budgetary predictability and stability for programs such as Medi-Cal and IV-E foster care which have received a 6.2 percentage point increase in the federal financial share during the pandemic
