PPIC Report: Prop 47 Impact on Jail Populations

March 31, 2016

The Public Policy Institute of California (PPIC) recently released a report looking at how Proposition 47 and Public Safety Realignment have reduced the number of incarcerated individuals in California over the past five years.

The report: How Has Proposition 47 Affected California’s Jail Population? estimates a 50 percent decline in the number of persons being held or serving sentences for Proposition 47 offenses and looks at four key mechanisms that can be attributed to this decline. Proposition 47, approved by voters in 2014, made significant changes to California’s criminal justice system. The measure reduced the penalties for certain non-violent, nonserious drug and property crimes.
