REMINDER: Judicial Council Revenue Distribution Training

As a mentioned in a previous CSAC Bulletin, CSAC would like to share this reminder about the Judicial Council’s invitation to participate in the 2023 Trial Court Revenue Distribution Training sessions, offered May 16, 17, and 23, at the time indicated below. This will be the eleventh consecutive year the Judicial Council and State Controller’s Office partner to provide semi-annual training on trial court revenue distribution. This ongoing training was established by the Judicial Council’s Court-Ordered Debt Task Force in 2013 for court, county, city, and parking entities that perform revenue collection and distribution activities. The plenary and breakout sessions will be offered via Teams, are free, and open to all interested individuals. Please feel free to forward this information to others who may wish to participate.

ONLINE REGISTRATION IS REQUIRED. THE DEADLINE TO REGISTER IS FRIDAY, APRIL 28, 2023.

Prior to the trainings, expect to receive a separate meeting invitation for each session that you register to attend, as well as training materials. If you are unable to attend any of the sessions, the audio recording will be posted online, by Friday June 9, for viewing at your convenience.

Plenary Session, Tuesday, May 16, 9:00 a.m. to 12:00 p.m.

Designed for court, county, city, and parking entities that perform revenue collection and distribution activities. This session will provide information and/or updates on recent statutory changes affecting distributions, distribution audit issues, and other topics of interest including Ability to Pay. The sessions’ curriculum may include, but is not limited to, the following:

  • Legislative updates
  • Collections and Ability to Pay updates
  • Trial Court Revenue Distribution Guidelines updates
  • Franchise Tax Board’s Court-Ordered Debt and Interagency Intercept Collections programs
  • State Controller’s Office
  • Guidelines updates and overview
  • TC-31
  • Distribution Audit issues

Breakout Sessions A— Mini-Trainings: Various Collections and Distribution Related Topics, Wednesday, May 17, 9:00 a.m. to 12:00 p.m.

Session provides brief overview of various topics related to the collection and distribution of court-ordered debt, including the implementation of legislative changes (e.g., EMAT and AB 199) and required reporting on the Collections Reporting Template and TC 31 form. 

Breakout Session B—Basic and Special Distributions, Tuesday, May 23, 1:00 pm to 4:00 pm

Session focuses on the statutes, resources, calculations, and analysis that apply to all distributions and will include the usual walk-through of the distribution worksheets. We will populate worksheets using mock information for select case types, including Speeding, DUI, Red Light, and Health and Safety Code offenses, with examples of bail forfeiture and traffic violator school dispositions. Laptops are needed for this training. A hands-on exercise will be completed in assigned breakout room. NOTE: Teams does not allow for creation of breakout rooms for meetings with more than 300 attendees. Please register early or be prepared to share screen with others in your organization.
