SB 1022 Jail Construction Program
RFP Approved by Board of State and Community Corrections
At its July 22 board meeting this week, the Board of State and
Community Corrections approved a final Request for Proposals
(RFP) for counties seeking funding for local detention and
treatment facilities. The board approved the previously released
draft RFP with no changes and minimal discussion. Counties will
recall that SB 1022 authorized $500 million in state
lease-revenue bond capacity for additional local capacity

The RFP includes a timeline of key events, including an August 12 bidders’ conference in Sacramento. As with previous construction grant programs, available bond funding is divided into three categories based on population with a maximum grant award defined for each county group. Project proposals will be due to the BSCC on October 24, with recommended awards presented to the BSCC at its January 2014 meeting.
