SB 2 Local Government Housing Funding – Draft Guidelines Released

The California Department of Housing and Community Development (HCD) is soliciting comments on draft guidelines for the Permanent Local Housing Allocation (PLHA) program. The Building Homes and Jobs Trust Fund and the PLHA program were created to implement SB 2 (Atkins), which was signed into law as part of a 15-bill housing package in 2017.

The bill established a permanent source of funding to increase the affordable housing stock in the state. The PLHA program is intended to make funding available to eligible local governments in California for housing-related projects and programs that assist in addressing unmet housing needs in local communities.

HCD is accepting public comment from stakeholders for its PLHA draft guidelines. CSAC is interested in feedback from counties via email to mespinoza@counties.org by Wednesday, May 29.

The HCD public comment period ends June 5 at 5 p.m., and CSAC encourages counties to also submit comments directly to HCD via email to PLHA@hcd.ca.gov.
