Seeking Feedback on Cannabis, Environment Bills

CSAC is seeking feedback from counties on the following bills. Please send your responses to Ada Waelder (awaelder@Counties.org) by Thursday, June 9, 2022.

CANNABIS

SB 1148 (Laird) – CEQA and Cannabis. SB 1148 would provide that CEQA does not apply to the issuance of a state cannabis license if the local jurisdiction has filed a notice of exemption or a notice of determination following the adoption of a negative declaration or certification of an environmental impact report pursuant to CEQA. The provisions apply to all license types. The bills is intended to ease the transition from provisional licenses to annual licenses by streamlining the review and approval process.

ENVIRONMENT

SB 867 (Laird) – Sea Level Rise. While CSAC had originally supported SB 867, when it extended a sunset provision on the Sea Level Rise Database, the bill was heavily amended this week. The current version would require coastal cities and counties to incorporate Sea Level Rise into their Local Coastal Plans starting in 2031, with guidance to be issued from the state (forthcoming).
