Senate Budget Includes Critical Funding for Organic Waste

The Senate’s budget proposal, which had a hearing this week, includes critical funding requested by CSAC, RCRC, and CalCities, for implementation for organic waste diversion. The plan would make $200 million available to cities and counties for the development and implementation of organic waste recycling programs as required by CalRecycle’s new Organic Waste Reduction Regulations.

The proposal would make funds available to local governments with a formula-based approach on a per capita basis. CalRecycle would be tasked with developing guidance on the use of funds, however, the Senate plan includes example uses including adopting ordinances, arranging for appropriate collection services, establishing inspection and enforcement programs, procuring recovered organic waste products, providing education and outreach, developing edible food recovery programs, and reporting to CalRecycle.

The Governor’s May Revision is expected to be released this Friday, at which point the Governor’s office and the Legislature will need to reconcile any differences between plans. Following the release of the May Revision, keep an eye out for CSAC’s Budget Action Bulletin, which will summarize how the Governor’s proposal would affect counties.
