Description:

The mission of DHCS is to provide Californians with access to affordable, integrated, high-quality health care, including medical, dental, mental health, substance use treatment services and long-term care. Our vision is to preserve and improve the overall health and well-being of all Californians. The Chief leads implementation of the population health management, which aims to help all members stay healthy via preventive and wellness services, identify and assess member risks to guide care management and care coordination needs, and identify and mitigate social drivers of health to reduce health care disparities. The Chief develops statewide policy around clinical standards of care, such as standard treatment of chronic conditions, care coordination, and implementation of care management programs, including Enhanced Care Management, complex care management, and transitional care management.

Qualifications:

Ability to perform high-level administrative, management, policy development, and implementation. Ability to effectively communicate and lead health equity efforts and coordinate with other areas within the Department, other departments, county partners, and external stakeholders. Ability to lead the policy development, implementation, monitoring, and evaluation of population health management efforts across all programs spanning, health care, dental, mental health, substance use, home and community-based services, and social services. Knowledge of Population Health Management, Enhanced Care Management system, Health Care Delivery Systems, Health Care Financing, and Medi-Cal members. Ability to provide solutions to improve health outcomes and equity for the entire population while reducing costs. Knowledge of Population Health Management technology solutions and clinical informatics. Knowledge of administrative functions, including but not limited to budgets, contracts, and procurement.
