Description:
POSITION The Ventura County Probation Agency (VCPA) is seeking a detailed-oriented contract manager with excellent negotiation and communication skills to direct and oversee the entire contract lifecycle for the Agency. Under general direction of the Fiscal Manager II, the Contracts Manager is responsible for drafting and executing a wide range of contracts and contracting documents (e.g., contracts, memoranda of understanding, etc.) from drafting to execution and beyond; ensuring contracts meet legal requirements, stakeholder needs, and Agency goals; monitoring contract performance; working with stakeholders to resolve issues that arise; maintaining contract documentation; and communicating contract information to all stakeholders. IDEAL CANDIDATE The ideal candidate will demonstrate experience negotiating, developing, and executing a wide range of contracts and contracting documents in the public sector; possess a comprehensive understanding of contract law, terms, and conditions; have strong management, organizational and leadership skills; and excellent communication and interpersonal skills.
Qualifications:
EDUCATION/TRAINING/EXPERIENCE Any combination of education and considerable experience which has led to the acquisition of the required knowledge, skills and abilities to perform the assigned contract management and staff supervision functions for the organization. A typical way to acquire these skills and abilities would be through: Program Administrator III: The equivalent to a Bachelor’s Degree in Business Administration or a related discipline AND at least two (2) years of recent, paid professional-level experience in negotiating, drafting, executing, and managing contracts. Senior Program Administrator: The equivalent to a Bachelor’s Degree in Business Administration or a related discipline AND at least three (3) years of recent, paid professional-level experience in negotiating, drafting, executing, and managing contracts. Substitution: Related experience as noted above may be substituted for the educational requirement on a year for year basis. NECESSARY SPECIAL REQUIREMENTS: • Must possess or be able to obtain and maintain a valid California driver license.
