The San Mateo County Controller’s Office is seeking highly qualified candidates for the position of Controller’s Division Manager / Payroll Division. The selected candidate will manage the Payroll Division and provide leadership that ensures timely and accurate payroll. In addition, this highly skilled individual will successfully champion and manage special projects that will enhance and streamline business processes and allow for the implementation of new features in the County’s payroll system (Workday) and County timekeeping system (ATKS).

The Payroll Manager manages, coordinates and oversees all technical, administrative and personnel functions of the Payroll Division. This includes managing bi-weekly payroll processing for the County and five special districts; providing expert system and payroll advice; reviewing and approving payroll journal entries, wire transfers, direct deposit files and payroll taxes to the Federal and State; providing guidance for the preparation of payroll, quarter-end, fiscal year-end and calendar year-end closing requirements to effectively meet reporting and compliance requirements, accurately process transactions and meet countywide needs; and reviewing, approving and submitting quarterly and yearly filings to the Internal Revenue Services, Employment Development Department and Social Security Administration. Will also coordinate a variety of technical support functions, ensure payroll rules, eligibility and configuration for the systems remain current, and administer payroll designs, program system applications, conduct technical reviews and system testing, and oversee implementation.

Qualifications:

Typical qualifications include a Bachelor’s Degree in Business or Public Administration or a related field, along with three years of increasingly responsible experience performing a wide variety of administrative, financial or managerial duties in a large, complex public agency, including at least one year of direct experience managing and/or supervising an accounting or auditing function related to assigned division. Expertise relating to payroll maintenance and processing functions for a large (6,000 employee) unionized organization is desired. Knowledge of payroll processing, IRS code, State payroll laws and County payroll and personnel policies and procedures is also highly desired.
