Description:

Sacramento LAFCo is seeking an Executive Officer responsible for providing policy, managerial, and operational support to the twelve member (LAFCo) Commission in implementing the legislative intent of ensuring the orderly formation of local governmental agencies, preserving agricultural and open space lands, and discouraging sprawl. This position leads LAFCo staff, and supporting consultants, in analyzing governing boundary changes (annexations and detachments) of cities and special districts, the formation of new agencies, the incorporation of new cities and districts, the consolidation or reorganization of special districts and/or cities, Municipal Service Reviews, and Spheres of Influence updates.

Qualifications:

The Executive Officer must be able to communicate effectively with the various interested parties, the executive leadership of the county, seven cities, approximately seventy dependent and independent special districts. Further, the position is responsible for the preparation, recommendation, adoption, implementation, and monitoring of LAFCo’s annual budget of $1+ million. This position should possess working knowledge of NEPA/CEQA review and implementation, current means of municipal financing, general land use planning principles, public hearing processes, and administrative functions. The Executive Officer is also responsible for negotiating contracts for and managing consultants, property lease negotiations, and other vendors used by LAFCo.
