Description:

This position works to advance NCPA’s federal policy priorities and educate Members of Congress and legislative staff about key energy, tax, federal power, environmental, wildfire, and other federal policy issues and the related implications for NCPA and its member communities and districts. Develop white papers for use in advocacy efforts, and provide regular updates and analysis of federal issues for NCPA’s Legislative and Regulatory Affairs Committee to support position development and member engagement. Maintain stakeholder relationships with partner organizations. Work closely with NCPA’s outside Washington, DC-based lobbying firm to assure strong representation of the agency in congressional proceedings and to educate California’s congressional delegation and federal agency officials on key issues impacting public power systems and the electricity sector. In the area of member programs, this position includes responsibility for serving as project manager for the execution of our agency’s policy-related conferences, advocacy events, and other NCPA member functions.

Qualifications:

Experience with federal legislative and regulatory processes and policies is desired. Strong writing and verbal presentation skills and related experience are essential. The Federal Government Affairs and Member Programs Manager position is based out of NCPA’s Roseville, California office, and travel to Washington, DC, and regionally throughout the West will be required. A part-time telework schedule is available for this position as the workload allows. Level III: Bachelor’s degree or equivalent in Political Science, Public Policy, or a related field, and a minimum of three (3) years of experience performing the fundamental responsibilities of this position with limited direction. A Master’s degree in a related field is desired. Level IV: Bachelor’s degree or equivalent in Political Science, Public Policy, or a related field, and a minimum of six (6) years of experience performing the responsibilities of this position with limited direction. A Master’s degree in a related field is desired.
