Description:
Under general direction, the Human Resources (HR) Manager is responsible for various HR functions for a County Agency, including recruitment and selection, classification and compensation, labor relations, workers’ compensation, health and safety programs, payroll, leaves of absence and benefits management, and strategic initiatives related to staff development and organizational structure. The HR Manager performs investigations related to discrimination complaints and prepares responses as appropriate, and manages various levels of staff. The ideal candidate will demonstrate: • Communicating effectively and function calmly in challenging situations, which require a high degree of sensitivity, tact and diplomacy • Establishing effective working relationships; • Maintaining confidentiality of sensitive information; exercising appropriate judgment when responding to inquiries, releasing information, making recommendations, and analyzing consequences of decisions • Experience utilizing an HRIS, such as PeopleSoft/Oracle • Considerable generalist public sector human resources experience in labor relations, workers’ compensation, health and safety programs, recruitment and selection and supervising human resources staff.
Qualifications:
EDUCATION, TRAINING, AND EXPERIENCE: Some (I) to considerable (II/III) administrative support, supervision or management, or specific operations or technical experience in human resources which has led to the acquisition of the required knowledge, skills and abilities. NECESSARY SPECIAL REQUIREMENTS: • Human Resources experience, which included recruitment and selection duties. • Supervising direct subordinates, preferably within Human Resources. • Demonstrated experience collaborating with multiple levels and various departments/agencies within an organization to achieve objectives. • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire. • Possession of or ability to obtain a valid California driver license. DESIRABLE: • Public Sector Human Resources Experience. • Experience serving as a trusted advisor for department/agency leadership related to employee and labor relations. • Experience with VCHRP/PeopleSoft. • Recruiting experience utilizing NeoGov. • Experience with risk management, workers’ compensation and health and safety programs. • Certification in Human Resources/Personnel Management.
