Conduct fiscal and budget analyses to support and advance CBHDA on key public policy issues. Lead expert on public BH financing. Issue areas: Medi-Cal Speciality MH, Drug Medi-Cal, MHSA, BH Realignment and managed care financing. Track, review, summarize, and produce fiscal analyses of proposed legislative/regulatory policies. Identify policy issues for counties and conduct in-depth policy research and fiscal analyses and recommendations to resolve. Produce high-quality written correspondence and policy documents, budgets, financial models, positions papers and policy memos. Communicate effectively with CBHDA members, legislative staff and state administration.


A master’s degree in a relevant discipline (public administration, social work, economics) or bachelor’s degree combined with four years of relevant experience (working at the state, county, federal, or community level on human services issues or programs) is preferred.
