After nearly two years of work, the funding allocation percentages for each county’s 2011 Realignment Behavioral Health Subaccount Base have been set. CSAC worked with the Department of Finance, Health and Human Services Agency, Department of Health Care Services, and the County Behavioral Health Directors Association to set this permanent base for 2011 Realignment Behavioral Health services.

DHCS Releases Plan to Evaluate PRIME Program

The Department of Health Care Services (DHCS) released its plan to evaluate California’s new waiver program to strengthen care in public safety-net hospitals and care systems to solicit public input while the proposal is reviewed by the Centers for Medicare and Medicaid Services (CMS). This improvement effort, the Public Hospital Redesign and Incentives in Medi-Cal (PRIME), is one of the major initiatives of the Medi-Cal 2020 waiver that CMS approved in December 2015.

Now that the Legislative session is over, the Governor has until September 30 to act on the bills passed by both houses of the Legislature.  We are not requesting a veto on any of the HHS-related measures on Governor Brown’s desk. AB 1299 Heads to Governor’s Desk

After passing in both houses of the Legislature, AB 1299 by Assembly Member Sebastian Ridley-Thomas is being sent to the Governor for his signature or veto. CSAC supports AB 1299, after nearly two years of working closely with the author and sponsors to arrive at a policy solution that will ensure timely mental health services for foster or probation youth with little or no state costs.

Things are picking up speed in the Legislature as the end of session approaches. Several health and human services bills that CSAC has been actively monitoring are either in the final stages of legislative approval or headed to the governor’s desk this week:

AB 59, by Assembly Member Marie Waldron, would extend the Laura’s Law sunset date by five years, from 2017 to 2022. CSAC and the Urban Counties of California both support this version of the bill, which was sent to the Governor’s desk on August 24.

No Place Like Home Financing Bill Moves Forward

The bill that contains the financial framework for the new No Place Like Home program passed off of the Senate Floor yesterday with a vote of 37-0 and the Assembly Floor today. Last week’s bulletin contains more detail on the contents of AB 1628. CSAC continues to remain engaged as No Place Like Home is further fine-tuned and finalized.

The Suspense Is Over – Or Is It?

The Senate and Assembly Appropriations Committees met on Thursday to decide the fate of scores of bills in the purgatory of the dreaded Suspense File. As with this time each year, you win some and you lose some, but the work will continue right up until each house adjourns on August 31.

The lead article of this week’s bulletin discussed the major bills that CSAC was tracking throughout the hearings earlier today, but several other HHS-related bills were heard in the Appropriations Committees.

Out-of-County Foster Placement Issue Lingers

After nearly 18 months of sometimes rough negotiations, CSAC adopted a support position on AB 1299 as amended by Assembly Member Ridley-Thomas last month. The bill will now ensure timely mental health services for foster or probation youth who are placed out of the county of original jurisdiction. The Senate Appropriations Committee did not take up AB 1299 this morning. We are disappointed that the bill was not heard after all the effort that went into amending the bill from the author, sponsors, and stakeholders.

The brief explains the goals of the Whole Person Care Pilot, the application process, and some of the ways the pilots will be implemented locally in California. The brief includes spotlights on Ventura County, Contra Costa County, and San Francisco City and County.

CSAC Now Neutral on Family Foster Care Bill

Earlier this week, CSAC adopted a neutral position on Senator Hannah-Beth Jackson’s SB 1336 in response to amendments to the bill. SB 1336 was originally proposed as a reworking of current law to strike references to the consideration of placing a child in foster care with relatives at the time of the next placement change, which raised both policy and workload concerns.

Governor Signs Medi-Cal 2020 Waiver Bill

Governor Brown signed SB 815 by Senators Hernandez and Pro tem de León, which implements portions of California’s new Medicaid Section 1115 “Medi-Cal 2020” Waiver. This new waiver, approved in December 2015, builds on the successes California has achieved in expanding coverage, transforming care, and improving health outcomes. AB 1568, by Assembly Member Bonta, which implements the other portions of the new Medi-Cal 2020 Waiver, was chaptered by the Secretary of State earlier in July. CSAC supported both SB 815 and AB 1568.

HHS Policy Committee to Consider Ballot Measures

The Health and Human Services (HHS) Policy Committee will consider taking a position on two propositions on the November ballot when it meets on July 18. Proposition 55 is the tax extension to fund education and healthcare that would extend portions of the taxes voters approved as Proposition 30 in 2012. Proposition 56 is the cigarette tax to fund healthcare, tobacco use prevention, research and law enforcement. Policy Committee members will be hearing from both proponents and opponents of the measure during the meeting.

Assembly Approves “No Place Like Home” Budget Trailer Bill

Steinberg Institute Report Shows Positive Impact of MHSA-Funded Programs

Mental health funding has made dents in homelessness and psychiatric hospitalizations, according to a new report by the Steinberg Institute. The report evaluates Proposition 63 (Mental Health Services Act, or MHSA) funded programs. The report was produced in partnership with the County Behavioral Health Directors Association (CBHDA), a CSAC affiliate that represents the mental health directors of all 58 counties and two cities. The report shows the impacts of the comprehensive mental health services provided to Californians through this funding.

Bill to Continue Local Maddy Funds Introduced

CSAC supports the sunset extension for local Maddy Emergency Medical Services Funds (Maddy Funds). Assembly Budget Committee Looks to Available CalWORKs Realignment Funds to Repeal Maximum Family Grant Rule

Calling it a day “that has been a long time coming,” Assembly Subcommittee Chair Tony Thurmond presided over a 3-1 vote to repeal the state’s Maximum Family Grant (MFG) rule and boost CalWORKs grants by 4 percent.

The action by the Assembly budget Subcommittee Number 1 on Health and Human Services was cheered by more than 100 advocacy groups, but still must pass muster with the full Assembly Budget Committee, the Senate, and ultimately Governor Brown.

New Legislation Proposes Soda Tax

Assembly Members Richard Bloom and Jim Wood have introduced a “Health Impact Fee” on sodas and other sugary beverages earlier this week. The bill, which is not yet in print (AB 2782), would impose a two-cent fee on each ounce of sugar-sweetened beverages to raise an estimated $2 billion annually. The fee would be charged at the distributor level.

Special Session on Health Care Adjourns

The Senate adjourned the Second Extraordinary Session on Health Care yesterday after passing a raft of tobacco control bills.

The Governor had called the special session last June to work on the MCO fix and health care issues. Legislators passed a final Managed Care Organization tax on February 29, and were able to pulls several other issues into the special session, including the aforementioned tobacco bills, rate increases for the developmental services community, and the “Right to Die” bill.
