Following the Independence Day recess, the fiscal year 2018 budget process has kicked into high gear on Capitol Hill.  House appropriators unveiled five annual spending measures this past week, advancing five bills at the subcommittee level, with the full committee approving three.  Altogether, the Appropriations Committee has now approved seven bills, with several others slated for action next week.

With a little over a week remaining before the July 4 recess, Capitol Hill was bustling with legislative activity on issues ranging from child welfare to forest management to flood insurance and more.  However, the highly anticipated release of the Senate’s health care reform legislation on June 22 took center stage.  Although the vast majority of GOP members are just seeing the bill text for the first time, Senate Majority Leader Mitch McConnell (R-KY) has indicated that the legislation will be considered on the Senate floor sometime next week.

Congress Set to Clear Massive Omnibus Spending Bill

On Wednesday, the House approved a fiscal year 2017 omnibus appropriations package after negotiators struck a long-awaited deal earlier this week to keep the federal government open through the end of September. The bill, which passed with bipartisan support, now heads to the Senate, which will have to approve it by Friday, when current funding expires.

Today, Representatives Paul Gosar (R-AZ) and Linda Sánchez (D-CA) began circulating a “Dear Colleague” letter asking their fellow House members to join them in writing to Appropriations Committee leaders in support of the State Criminal Alien Assistance Program (SCAAP).  Gosar and Sánchez have led similar efforts in prior years, all of which have garnered the bipartisan backing of a large number of lawmakers.

One week after failing to advance the American Health Care Act (AHCA), House GOP leaders are considering making another attempt to vote on a revised version of the legislation.  In fact, some members have suggested that a vote could occur as early as next week.  According to House Majority Leader Kevin McCarthy (R-CA), however, there are no immediate plans to consider legislation to repeal and replace the Affordable Care Act (ACA).  The conflicting statements within the party indicate that there is no clear legislative path forward at this time.

Trump Administration Proposes $18 Billion in Current Year Spending Cuts

This week, the Trump administration sent to Capitol Hill a detailed list of suggested cuts that could be used to partially offset its recent fiscal year 2017 supplemental spending request.  All told, the president is asking Congress to approve $18 billion in current-year spending reductions to help pay for $30 billion in new defense and border security funding.  The administration’s proposal would substantially reduce, or in some cases eliminate, fiscal-year 2017 funding for a number of programs that are of importance to California’s counties.

GOP Leaders Courting Votes on Healthcare Reform Bill

House Republican efforts aimed at securing passage of their Affordable Care Act (ACA) repeal and replacement measure reached a fever pitch this week as party leaders sought to bring their legislation to the floor on Thursday, March 23, the seven-year anniversary of the enactment of President Obama’s signature healthcare reform law. As of Thursday afternoon, the GOP leadership in the House have decided not to bring the bill (HR 1628) to a vote today. They are meeting Thursday night to consider options.

CBO Releases Analysis of GOP Healthcare Reform Bill

Earlier this week, the nonpartisan Congressional Budget Office (CBO) released its highly anticipated analysis of the House Republican healthcare reform bill (HR 277).  In a potential blow to the legislation, the CBO projects that the measure – entitled the American Health Care Reform Act (AHCA) – would shift significant health care costs to states and counties and dramatically reduce the number of individuals with health insurance.

White House Requests Additional Spending for Defense, Security

On Thursday, March 16, President Donald Trump sent to Capitol Hill a general outline of his administration’s budget priorities for the fiscal year that begins October 1.  The blueprint, which is just over 50 pages long and amounts to a bare-bones spending request, proposes historically deep cuts across nearly every federal agency.  All told, the White House is recommending $54 billion in spending reductions to non-defense discretionary programs in order to pay for a commensurate increase in defense-related funding.

Key congressional committees worked through the night Wednesday and into the afternoon Thursday in an attempt to expedite passage of legislation that would repeal and replace significant portions of the Affordable Care Act (ACA).  House GOP leaders unveiled the 168-page bill, called the American Health Care Act, on Monday night and urged committee leaders to move quickly to advance the measure.

This week, the U.S. Senate approved two more members of President Trump’s cabinet.  On Tuesday, Betsy DeVos was confirmed as education secretary by the narrowest of margins as every Democrat and two GOP Senators – Lisa Murkowski from Alaska and Susan Collins of Maine – voted to oppose DeVos.  The resulting 50-50 split required Vice President Mike Pence to cast the tiebreaking vote.  It should be noted that this is the first time that a vice president’s vote was needed to confirm a cabinet member.

House Judiciary Committee Chairman Bob Goodlatte (R-VA) has unveiled draft legislation that would allow states to enforce local sales and use-tax laws on remote sales.  Under the proposed measure, entitled the Online Sales Simplification Act (OSSA), remote sales would be taxable according to the tax base of the retailer’s state, at a rate set by the buyer’s home state.

House Adopts Major Child Welfare Reform Bill

Earlier this week, the House or Representatives approved on a voice vote a major child welfare finance reform measure (HR 5456). The legislation, entitled the Family First Prevention Services Act of 2016, is designed to prevent children from being placed in foster care by providing at-risk families with early-intervention services. The bill also aims to reduce the number of youth who are placed in congregate care settings.

Federal Issues Update: SRS Payments Released

USDA Releases Secure Rural Schools Payments

On March 18, the Department of Agriculture (USDA) and the U.S. Forest Service officially announced the release of $272 million in Secure Rural School (SRS) payments to counties. It should be noted that the payments were slated to be released in February but were delayed as the administration sought clarification as to whether the program would be subject to sequestration. It was ultimately determined that the payments would not be subject to a sequester reduction.

As the nation’s capital continued to dig out from a historic blizzard, both chambers of Congress returned to action this week. In the lower chamber, Republicans attempted to override the president’s veto of legislation (HR 3762) that would have repealed key provisions of the Affordable Care Act and stripped federal funding from Planned Parenthood. As expected, the final vote of 241 to 186 was well short of the required two-thirds majority. However, despite the setback, Republicans are still expected to target the law in 2016.
