Broadband Loan Loss Reserve Program Accepting Applications

The California Public Utilities Commission has opened the application period for the Broadband Loan Loss Reserve Program from Tuesday, March 12, 2024 through Tuesday, April 9, 2024 (no later than 4 PM).*

The Loan Loss Reserve Program, established through SB 156 in 2021 with CSAC’s support, is a $500 million fund aimed at offering credit enhancement for bonds, loans, and letters of credit associated with supporting the development of local broadband infrastructure. The Loan Loss Reserve fund broadens the capacity for local governments, tribes and non-profits to obtain more favorable borrowing rates and terms, facilitating the construction of publicly owned broadband projects.

Application guidance and webinar materials will be posted on the program website. Additionally, prospective Loan Loss Reserve applicants have the option to request a 30-minute consultation with Communications Division personnel by sending an email to broadband.loanloss@cpuc.ca.gov.

To submit a completed application, applicants shall submit a Loan Loss Application and other required documents to broadband.loanloss@cpuc.ca.gov via email. For larger files, 10 megabytes or larger, submit via Kiteworks Secure FTP to broadband.loanloss@cpuc.ca.gov.
