CARE Act Updates
First Cohort Counties Begin Implementation, Quarterly Update Available, CARE Act Working Group Ad Hoc Subgroup to Meet on October 12, and Judicial Process Overview Training Available Online

First Cohort Counties Launch Implementation of the CARE Act

Earlier this week on Monday, October 2, the first cohort of seven counties – Glenn, Orange, Riverside, San Diego, San Francisco, Stanislaus, and Tuolumne – began implementation of the Community Assistance, Recovery and Empowerment (CARE) Act, which was signed into law last year by Governor Newsom under SB 1338 (Umberg). Los Angeles (LA) County plans to implement its CARE Act program by December 1, 2023, and the remaining 50 counties must implement by December 1, 2024.

A listing of CARE Act court locations for the first cohort counties and LA County, including where petitions are filed, where hearings take place, and the court days specified for CARE Act proceedings, is available here.

CARE Act Quarterly Implementation Update

The CARE Act Quarterly Implementation Update from September 2023 is now available here. The quarterly update summarizes progress made on CARE Act implementation through September 2023, recently developed resources, and upcoming activities.

CARE Act Working Group Ad Hoc Subgroup to Meet

The CARE Act Training, Technical Assistance & Communications Ad Hoc Sub-Group will meet on October 12 from 10 am to 11:30 am, via zoom. The meeting notice and agenda are available here on the CARE Act Working Group website. Advance registration is not required.

CARE Act Judicial Process Overview Training Available Online

For those who were unable to attend the live training session hosted by the Judicial Council on September 26 as outlined in a prior CSAC Bulletin, a link to the recording is available here. This training, along with links to the CARE Act forms and notices, is also posted on the Adult Civil Mental Health webpage of the California Courts website.
