DHCS Defers Implementation Date of CCS Compliance, Monitoring and Oversight Program for One Year

The Department of Health Care Services (DHCS) announced it is deferring implementation of the California Children’s Services (CCS) Compliance, Monitoring and Oversight Program, including the CCS Monitoring and Oversight Memorandum of Understanding (MOU) between DHCS and county CCS programs, for one year, from July 1, 2024, to July 1, 2025.

According to DHCS, the additional year will allow more time to address CCS county budgetary allocations and complete additional policy guidance instrumental in the CCS Monitoring and Oversight Program that will standardize care for CCS members throughout the state. The new timeframe will support Classic CCS counties transitioning to the Whole Child Model by January 1, 2025, and will allow county CCS programs additional time to execute the CCS Monitoring and Oversight MOU.

DHCS will revise supporting Numbered Letters (NL), such as the CCS Grievance Process and Reporting and Survey NLs, to reflect these updates. Accordingly, counties do not need to submit their internal grievance policies and procedures until 90 days after the revised Grievance NL is shared and posted. DHCS will share information and supporting policy guidance with counties on a flow basis.
