DHCS Releases Second Quarterly Report on Enhanced Care Management and Community Supports

February 1, 2024

On January 29, the Department of Health Care Services (DHCS) released its Enhanced Care Management (ECM) and Community Supports Quarterly Implementation Report for Q2 2023. This report summarizes ECM and Community Supports implementation trends and data for the first 18 months of the programs, from January 2022 through June 2023. Similar to the 2022 Year One Implementation Report released in August 2023, this report provides insight into state-, county-, and managed care plan-level data.

The delivery of these supports is an important component of implementing California Advancing and Innovating Medi-Cal (CalAIM), supporting whole-person care for Medi-Cal members with the most complex medical and health-related social needs, with the goal of providing a more person-centered approach to delivering health care to California’s most vulnerable residents.

County & Plan Detail

DHCS has published detailed ECM provider data for the most recent reporting period by managed care plan (MCP) and county in its open data portal. The data can be accessed at the following links:

According to the report, in the first 18 months, nearly 141,000 Medi-Cal MCP members across the state received the ECM benefit and about 76,000 members received close to 168,000 Community Supports services. DHCS will update this report each quarter and anticipates publishing data from Quarter 3 by March 2024.
