September 28, 2023

This week, the California Department of Housing and Community Development (HCD) announced the release of the Notice of Funding Availability (NOFA) of approximately $1.7 million in disencumbered federal funds for the Emergency Solutions Grant (ESG) program, for Homelessness Prevention activities only. Awarded funds will range from $75,000-$200,000 per applicant.

Eligible applicants include general-purpose local governments, including counties, or state and federally recognized non-profit organizations that have the capacity to administer the funding. Applicants must have HCD approved Homelessness Prevention policies and procedures, as well as an Authorizing Resolution validly approved by the applicant’s governing board.

Applications will be received “Over the Counter,” meaning they will be reviewed on a first come first served basis until all funds are exhausted. The application must be accessed through the eCivis portal. Additional information and resources on the ESG program can be found on HCD’s website.
